Vehicle came out of nowhere to the south, seeming to cause a distraction, making donuts then sped off to the south, then a fire erupted to the west. Oct 27th Riot police cleared a protest with violence so they could have access to deliver emergency services. However, days later when the fire erupted, no help was dispatched to put out the fire until 6 hours later.
