font-size: 14pt;\"><span style=\"color: #000000;\">\u00a0 \u00a0 The first speaker at the listening session was 16 year old<\/span>\u00a0<a href=\"https:\/\/www.youtube.com\/watch?v=XuFgZ8BV1OI\">Lisa Martinez<\/a> <span style=\"color: #000000;\">who shared a Lakota creation story.<\/span><\/strong><\/p>\n<div data-twitter-event-id=\"1\">\n<p><span style=\"font-size: 14pt; color: #0000ff;\"><strong><span style=\"color: #000000;\">\u00a0 \u00a0 \u00a0The Standing Rock Sioux Tribe\u2019s lawyer,<\/span> <a href=\"https:\/\/puc.sd.gov\/commission\/dockets\/HydrocarbonPipeline\/2014\/HP14-001\/affidavitstandingrock.pdf\">Paul Capossela<\/a>\u00a0<span style=\"color: #000000;\">stated the Army Corps hadn\u2019t<\/span> <a href=\"http:\/\/www.achp.gov\/docs\/NEPA_NHPA_Section_106_Handbook_Mar2013.pdf\">consulted<\/a>\u00a0<span style=\"color: #000000;\">with the tribe (as required under <a href=\"http:\/\/www.achp.gov\/docs\/NEPA_NHPA_Section_106_Handbook_Mar2013.pdf\">Section 106 NEPA<\/a>), despite this meeting, because they already released the<\/span> <a href=\"http:\/\/cdm16021.contentdm.oclc.org\/cdm\/ref\/collection\/p16021coll7\/id\/2426\">draft Environmental Assessment<\/a><span style=\"color: #000000;\">, &amp; that meetings &amp; consultations should have happened <span style=\"text-decoration: underline;\"><em>before<\/em><\/span> the<\/span> <a href=\"http:\/\/cdm16021.contentdm.oclc.org\/cdm\/ref\/collection\/p16021coll7\/id\/2426\">draft assessment<\/a> <span style=\"color: #000000;\">was released.<\/span><\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong style=\"font-size: 14pt;\">\u00a0 \u00a0 The hearing lasted over an hour and a half. \u00a0Henderson listened to speakers whose ages spanned from 16 to 91.
